I thought I had disabled forced signup.  Let me double-check.

I've confirmed that I have guest commenting enabled.  Registration should not be required.

Alright, I see what the problem is.  You CAN post without registering with Disqus, but the option doesn't appear until you place your cursor in the signup text box.  Essentially the interface is obscuring the option.  That's unfortunate.  I'm not sure what to do about it though.

I added a notification in the footer.  It reads as follows:

 

To comment without registering:

Click in the comment text box > click on "Name" under OR SIGN UP WITH DISQUS > checkmark I'd rather post as guest > fill in a Name and e-mail address.
