i was having this problem, what solved it for me was: run the patch in japanese locale (admin) then search for the game folder and listo. i dont know why but even if the game folder is in eng the patch instaler still needs to be run in japanese locale to work you cant even install it in the root "C:\" unless you start it with japanese locale i guess it needs it to find the name of the .exe or something like that.
