How do I use Japanese system locale?

Well I clicked on the staircase subs like it says on the directions but when I try to start the game I get screens like this http://i.imgur.com/mPgBKl0.png and this http://i.imgur.com/DWqgAgW.png My specs are Processor / Chipset CPU AMD Sempron V120 / 2.2 GHz Cache L2 cache - 512.0 KB Memory RAM 2.0 GB Max RAM Supported 8.0 GB Technology DDR3 SDRAM (I just copy and pasted that ^ />)

I downloaded it from Fuwanovel and I tried following the instructions on the notepad but they aren't clear enough. Can someone help me out?
