On the one hand, he did end up with both of them, but on the other hand, he still suffers from his memory loss, so he will forget about it after a week or so. So, it's both and neither at the same time.

I've don't realized that the guy loses your memories..but if was that happen..It's a horrible ending... But he lives with the girls by consequence, it will eventually remembering them. and that it will follow a infinite loop remembering and forgetting ..

And yeah,

The guy was originally going out with Haruka (dark-haired sister), but he got into an accident (on a bike, shown at the very beginning), and lost his long-term memory. He only remembers about one or two weeks (I don't remember exactly). Chika used this to get together with him, and eventually they ended up kind of sharing him. But, he still looses his memory, as seen in one scene in the kitchen (he screwed something up, even though they thought him how to do this earlier - again, I don't remember the details).

 

It's a very confusing VN, and you really have to pay attention to little details to fully understand it. But, that's what makes it so enjoyable. Aside from animated H-scenes with super-hot Chika, that is.
