And what is PSN?

PSN is the Playstaion Network, a digital content platform for Playstaion systems. The PSP, PS3, PS4, and Vita can all access and download games from it.

You either pay via a credit card tied to your PSN account (and since PSN keeps getting hacked I wouldn't recommend this if you had another choice) or buy prepaid PSN cards from Amazon, etc. Prepaid PSN cards, such as this one (http://www.amazon.com/10-PlayStation-Store-Gift-Card/dp/B00GAC1D2G/ref=sr_1_1?s=videogames&ie=UTF8&qid=1440587262&sr=1-1&keywords=psn+card) are not available for every country. Which country is your PSN account tied to (you pick a country when opening an account)? 

 

In case that isn't what you meant, you just buy it from the Vita's Store application and then it'll start downloading automatically.

To my knowledge, Norway doesn't have prepaid PSN cards. You'll have to enter your credit card information to your PSN account from Account Settings, and then add the game to your cart. Proceed to checkout afterwards to get your game.

 

If you're buying from a PC, the game will be added to your "download list", which you can access on your Vita via the Store application and initiate the download of the game from there.
