So what are some VNs that have some importance and give some emphasis to weather (preferably rain)? I have played Umineko as well as Remember11 and I know of Symphonic Rain but I don't know any others.

I guess Cartagra happens during the winter. Swan Song has a lot of snow after the earthquake, so I think you'd like it if you still haven't read.

I don't think there is something similar enough to SR [which is sad]

edit: I don't think it is exactly what you want, but the steampunk series [sharnoth and Inganock] have a lot of smoke in the air. Like, a lot.

I agree that Konosora has a very strong element of weather, given that much of the story relates to ideal conditions for gliders and a weather phenomenon that only happens every few decades.

I don't agree that it's bad, though. I enjoyed it. Well, most of it. Kotori's route in particular.

Seasonal relations are a lot more common than weather... for whatever reason.  There are innumerable VNs that use a spot of rain to create a meeting or as a drama-enhancing element, but there are relatively few weather-themed VNs.

Vermilion Bind of Blood (fog)

Manatsu no Yoru no Yuki Monogatari (snow)

AstralAir (snow)

Monobeno (many vital scenes occur in the rain)

Hikoukigumo no Mukougawa (a vital theme is the 'airplane cloud' that sometimes appears right before the rain)
