Cannot play Hoshizora no Memoria

I've tried to open Hoshizora no Memoria, but to no avail. First, it said "The program can't start because d3dx9_29.dll is missing from your computer. Try reinstalling the program to fix this problem." I needed to update DirectX. Once that was fixed, I started getting this screen: http://snag.gy/15VKv.jpg

I've restarted the computer, but it still doesn't work. Any idea how to fix this?

Change the time format in your computer to Japanese, that should do the trick.

Neither of those worked. I already have my system set to Japanese locale, and I am using the correct version. According to this pdf file; http://snag.gy/ztE6u.jpg , I need to install a patch, but when I run the patch, this appears: http://snag.gy/gVsK0.jpg

I fixed the problem! Apparently, I had installed them in the wrong order.
