In the case of yakuza or a street gang, it is usually a weak guy calling a stronger guy that. In families, it is usually the guys who call older male siblings that, not the girls. Generally speaking, tomboy sisters are the ones who call their older brothers that, and the imouto image preferred by most otakus doesn't really fit that. Quote
