VNR Translation Box Not Always Appearing - CM3D2

Are you running your computer with Japan system locale?: No, I am using the AppLocale to change game locale
Game Name: Custom Maid 3D 2
Description of Problem: For reasons unknown the translation box sometimes does not appear when running the game. Specifically, on a clean install of both the game & the VNR program the box appears and works appropriately, but after a while, when starting up the game the translation box does not appear.  I don't know what is triggering this issue, though suspect it might have something to do with the first restart after a fresh install. 
Your Operating System: Windows 7 - 64bit
What did you already try? (Uninstall/Reinstall, Redownload, Run as admin, etc): 

-Reinstall, works for a time
-Unchecked Read-Only attribute for the directory of the game & VNR program, but each time the setting reverts back to a filled in square
-Run as Admin
