Have you set both your locale AND your text format to Japanese? (These are 2 different settings.) If not, try that, restart the computer, and launch again.

For the text format, go to the first tab in the same window, I think it should be called formats, and click that setting, changing it to Japanese as well.

 

Here is a picture of how it looks. This is the administrative tab, and you can see the "formats" all the way on the left.
