I'm planning to buy a budget friendly windows tablet but it only has 16G of storage so I was wondering if is it possible to install visual novels on  an sd card and will it works fine?

Yep, it will work just fine. I did the same thing, got a super cheap Windows tablet for reading VNs that had barely any storage. I remedied that by getting a micro 32 GB micro SD card and it worked just fine.
