[Solved] Koi Senkyo to Chocolate installing error

I got it workin'.

I get this error every time I run the .exe file to install. I open it and its making me install adobe shockwave. I install it, restart my laptop, and it still displays the error.

Of course, I change the region and time to Japanese.

 

EDIT: My locale location was changed back to US and not JAP. But another problem is that every time I run start.exe or the other .exe file, it opens but doesn't ask for a serial code, and after I get this error that wont let me play the game. Help?
