I don't know any site which may provide the anime but I remember having its 360p on my flash drive. The matter is I have many flash drives and I don't remember where did I put the video.

Unfortuantely Funimation lost the rights to FMA Brotherhood back in March this year, so there really isn't a legal way to stream it, but I'm sure if you google around you'll find what you're looking for pretty easily.
