I believe the tutorial for that is under the link that Tay just posted.

I don't have any other ideas for what the problem might be at the moment.

I think I had the same problem when I was going to check if fuwan's was working correctly.

Delete the save folder (forgot the exact name here) and load the .exe and see if that works

(Edit): you should try the above method after you set your system locale to japanese..
