On the Vita itself there should be a Theme category when you browse the store

There's a lot of junk themes made by no-name devs looking to make a quick buck, I'd recommend only grabbing themes made by actual game devs

Do you mean a custom theme you made yourself? you have to explain it more.... if possible with examples

I'm uhh, 90% sure the "themes" on the site are just images that you use to put on the background of your selection of games/apps. So it's not anything complicated like installing a theme. One convenient way you can add a picture (from that site for example) is by going there via your web browser function to find a picture you want, and press the picture and hold with your finger until it says "save image," like saving a picture on a smartphone or something.

You can choose a file by going to the screen with all your games and press and hold (with your finger) on the screen where there isn't anything to get to this screen:
