playing both ofc, but I don't think it is needed because for the longest time KnS was translated while Cartagra was not. 

and for your second question: I have no clue

Cartagra is nice, though, so if you like KnS you should probably play it anyway.

There are elements in the first game that call back to Cartagra, and there is some fairly serious drama directly involving some Cartagra characters in Kara no Shoujo. It helps to have played Cartagra in order to fully appreciate both KnS1 and 2 You don't HAVE to play it, but you should.. And besides, it's not bad at all.

Indeed this is pretty much it. I always recommend that people play the entire series together but it doesn't have to be that way meaning you can play KnS without Cartagra but you'll understand more if you have played it there fore you'll be able to fully appreciate the whole story and things within it.

Playing Kara no Shoujo 1 without having played Cartagra is like playing Kara no Shoujo 2 without having played Kara no Shoujo 1. And nobody would try to do the latter, would he?
People should start calling Cartagra "Kara no Shoujo 0", so nobody assumes anymore that just because the games are named differently, they could be played independently.

The answer is: no, you should not play KnS without having played Cartagra.

KnS2 is FULL of references to Cartagra. Like they said, you don't need it [like you don't need to read KnS before playing the second]

Seriously, I totally reecommend reading Cartagra. The main characters do come back in KnS and the whole story is pretty nice.
