Hoshizora no Memoria weird error

When I try to open Hoshizora no Memoria - Wish upon the shooting star I get this weird message

I tried those things listed in FAQ. I am not sure if this has English patch, but the one I am trying and WANT to play is Japanese version, not English.. Also I use w7

1. Go to the Control Panel
2. Click on Clock, Language and Region
3. Click on Region
4. Formats tab --> Format --> Change to Japanese
