Visual Novel Reader not translating

Hello

I just reinstalled VN reader onto a new computer and a problem that I'm having is that no translation is appearing whenever i start a game. I have installed LEC and what happens when I load the game it says that "LEC cannot by used for machine translation, please check Preferences/Location" I'm not sure what the problem is as  the online translators do not work either, tried looking up the error and found nothing.
