Make sure you are in Japanese locale. If you are, try additionally changing the date format to Japanese. (Control Panel -> Clock, Language, and Region -> Change date, time, or number formats -> select Japan from the drop-down at the top)

If you are still experiencing this issue, try re-installing the game. Also make sure that you aren't running an unstable overclock and check your hard drive for errors.
