Can't change subtitles to english in VNR

I'm playing Re;LieF and the subtitles will not switch from russian to english. "ru" is the only option under "text options". The drop down menu for language selection is greyed out and i'm going crazy. Please help, how do I get english?

Perhaps it is not translated to English. I found one that was only translated to Spanish for instance.
