Rewrite not working

When i changed my locale on windows it still tell me it needs Japanese locale.

Can someone list all the changes I need to make?

Also How come I don't have SiglusEngine or do I need to download it? If I do please paste the link.

SiglusEngine is the engine rewrite uses... so no.. and after setting your local to japanese you need to restart your pc!

Do you mean you don't have the executable? If that's the case you could try to reinstall the game or get the No-DVD executable, well at least it works for me. You shouldn't need to do anything more than just use Japanese locale on region settings IIRC.
