It sounds like either someone with really weak english, or JP -> Eng machine TL, tried to construct the English equivalent to what in Japanese was probably something along the lines of "It'd be nice if someday we could do everything we wanted to". In other words, a vague, non-commital response that expresses their non-opposition in theory to the idea, maybe, in the undefined future sometime. I wouldn't go so far as to call that a "pretty good chance". It's definitely not nothing, but it's also definitely not something firm. Quote

Also Mangagamer is going to release their licensing survey soon. When the time comes and the licensing survey drops, all of us need to contact ALL of our friends/contacts/associates and ask them to ask Mangagamer for a partnership with Lune. Tell them to tell Mangagamer to license Youkoso! Sukebe Elf no Mori e/ ようこそ！ スケベエルフの森へ https://vndb.org/v20464 and/or tell them to tell Mangagamer to license some of Lune's older titles as well.
