Help with running "Five Card"

I can't get the 1999 CROSSNET game "Five Card" to run on Windows 10 OS, every time I attempt to run it with compatibility settings, administrative settings, or just normally, this screen pops up.

Apparently that means it's a faulty install, so you could try reinstalling it.

But before that, have you checked that you're using the japanese locale settings?

I have it in Japanese locale and even after re-installing it the program still doesn't want to run
