Yay! I'm proud to say I was one of the many who voted for it :D.

 

Yeah, I too am surprised that Steam allows people to upload games for free. What would they gain out of that? I'm a struggling developer trying to get a game up on Steam. If I can confirm that they allow free offers, I'd be happy to do that for at least one or two games~
