I have various ways to solve this problem by:
1. I've made run as administrator to Japanese, still can't and error like that.

2. I've used locale Emulator also can't and error like that.

Note: I am using Windows 10 x64 Pro.
I've done various ways but still can't.

Need help. Thank you!
