startup.tjs problem

Hello, everyone. How to get rid of this error? I tried opening data.xp3 via KrkrExtract.exe (it does not show startup.tjs) When I tried with Garbro, it shows 2 startup and when I extract any of them and then pack data.xp3 with Xp3Pack it gives the same error.
