This visual novel has voice lines, but "wont play it if youre playing outside of Asia", what should I do??

The game in question is Tasokare Hotel, I bought it at steam.

 

I tried using locale emulator (didnt work)

I tried changing the date and region to Japan, didnt work too...

I didnt try to reinstall the game (i downloaded it from Steam), I didnt want to lose all my progress unless its really necessary what should I do? I really wanted to hear the characters voices...
