quick question to anyone who knows but what does "Voice skip" do?

I think it lets you skip the parts where someone is talking, while that is off, even if you try to skip it still waits for them to speak.

i see. i was hoping it had something to do with that thing where if you click continue, the voice will keep going until another voice interupts it. still, thank you.
