do i need to play Clannad before playing Tomoyo After or it doesn't matter

I would say... at least play through Tomoyo's route if you don't have any interest in playing through all of Clannad. You'll get more out of it that way, since you know.. It is Tomoyo's own After Story really.

 

Otherwise I feel like Tomoyo After would lose a lot of its touch.

Do you need to play Clannad? Yes because it's the "prequel" of tomoyo after... or one of the stories inside of clannad. (at least you should play the tomoyo's route like everyone else suggested so far) but you should play it because it's really good too, even better than tomoyo after.
