If she's like other freebie servants, then that warning probably mean you will lose her if you don't actually get her since the Jailter you got is only a loan.

It should be okay to level her up if you actually trying to get her

Yeah, it's just warning you that if you don't meet the requirements to keep her before the end of the event you'll lose all the materials you used to level her up.

So if you're going all out, level up the Jailbaitalter.

So on my main account that I actually played through (well, not done Camelot yet) I rolled three times and used 10 tickets... bupkiss. A couple event CEs and that's it.

Log in an alter account that I bought, pulled Rinshtar after one roll and three tickets.

It's tough. I've put time and effort and money into my main. And it does have JAlter (I just need a fuckload of purple hearts to ascend her to 90). But now the alter account has Boobserker and Rinshtar...

You uhh, don't need any skill gems for her Jalter's skills. If you've just been playing this game, you should just sorta have most of the mats for the 10/10/10.

Yeah, a lot of materials cross over between servants, and you can't just devote all resources to one at a time or you'll never get anywhere. The reason I'm shy on purple hearts is because I needed to ascend/level other characters. Plus my JAlter is relatively new, I only just pulled her during her last rate-UP event. It's not like I could hoard mats on the off-chance I get a rare stroke of luck and got a servant I really wanted. You gotta play with what you get.
