trouble with minna daisuki kozukuri banchou

Sorry if my writing is bad i don't normally use forums but i have tried every thing and i can't get this game to work. When ever i try to start it i get some message in Japanese and all i can make out is a list of 1-3 then i get some kind of settings menu that is also in Japaneses and when i try an open it again the screen goes black and i get a direct draw error. It will cycle back and forth between these 2 errors every time i try and open it. I use to play it on my old pc and i really want to play it again. I have tried every method i have seen so far like data prevention in the control panel, running as administer, the remove bat file, compatibility mode and i always keep my pc on Japanese local and i have re-downloaded it like 6 times from different websites. If it helps any i don't know my pc's exact specs but i know it has 8g ram , 1 terabyte of memory and is an HP envy Phoenix.

A screenshot of your error message would always be nice. 

If we're talking directdraw, I remember Duel Savior had a problem like that and it was pretty much impossible to play it on anything after win7, though I can't remember the specifics of it.

try making sure your files arent set to read only and that you are on jp locale. also u can just add a link to your screen shots

 i tried both of those things like i said i just leave my pc in jap local and i have tried the read only problem but here are the pics.
