I dont know how to start after i downloaded the Game

I just want to ask, there is no application to start the game after I installed it
I double check the folder and reinstall it but it seems there is no change
Im using windows 8 and currently set to Japanese locale

Run the .exe file. If there's none, run the .bat one.

Its that there is no .exe file or .bat file in the torrent (the one you should open to play the game)

I am pretty sure you don't need to install this game. It is pre patched. So simply start the game exe from the torrent folder. If that doesn't work, look for the readme.txt file. Maybe something is written there.

I think the problem goes to my antivirus which it automatically delete suspicious file. (A type of virus it says)

Is it safe to "Ignore" it to my antivirus

Try redownloading it again. I just checked and I saw the exe.

Just disable your antivirus while you're downloading, so it doesn't delete the exe file. You could then try whitelisting the file before turning the antivirus back on.
