Hoshizora no Memoria cant start it

When i try to start the exe i get a text box thats titled wish upon a shooting star, with the body text C:/Users/Andrew/Documents/FAVORITE/??????/save/s901.bin',.... with some foreign letters after

You need to change your windows to Japanese locale (not language or location, LOCALE).

Thanks for the help, but now when i play its crashing right after the intro text/monologue.

Make sure you installed the proper staircase font, are using the MemorieEN.exe to launch the game and selected the font in the font settings ingame.
