They are most certainly not the same thing, actual child porn has real children being sexually abused and raped. You could make an argument for banning explicit drawn materials, but they are not equivalent. Quote

No, that's against the law of consent. A minimum of age 14 is required to have legal sex in Japan. Child pornography in Japan mostly include naked pictures of children. Let me Answer you with a question : What's the difference between having porn full of kids and hentai full of kids in the eyes of ppl? Depends on the perspective. For example, someone who is purely against sexualisation of children will say both are wrong, while someone who believes only real children deserve rights will say hentai filled with children are not a violation of anyone's rights since they're not real. "despite an exception for anime and manga". Basically the US say "Russians don't give a shit about us so let's go bother the nips instead". I'd bet child gravure idols actually somehow loops out of this new law, so probably nothing will actually change. That's really the one time lobbies sound like a positive thing though. Even though they defend liberty of speech and creation only as a collateral of protecting financial interests. Quote
