Don't use applocale it doesn't work a lot of times. Applocale was for Windows XP, unless you have that there's no need to use it.

Just change your non Unicode to Japanese and see if it fixes it.

It doesn't change your OS language so don't worry.

Step 3 feels kinda unnecessary really, though I suppose it might help someone reverse the mistake they did
