Sengoku Rance Popularity Staff [in-game item]

So... how do i get the Popularity Staff? I have finished the game 4 times already (the 4 routes), and i'm now going to do the kill the monkey route, but i still don't have this item, so where do i get the popularity staff?

 

My english sucks, but i hope you understand what i tried to say.

According to Rance wiki, it was obtained randomly as start of turn event with low chance after Nobunaga moved to Honnouji. Oh, and also you must not conquered another country yet to trigger the event (Also you must didn't enter Kill the Monkey route). By the way, I'd remember that I also got this, but it's not much useful in the endgame though imo. Hope this'll be help.

Thanks for the help  but do you know a way to make this event happen faster? because if i keep just ending the turn, without doing anything else, this will only happen something around turn 20 (i did that just to see when this event would happen)

As a random start of turn event, it can happen at any point so long as your conditions are met. If it's turn 20, sucks

Well, that will make the game harder =/ but thanks for the answer

I just discovered something, if you just keep ending the turn without declaring war with other country, no one will declare war on you, and when you get the staff, you declare war to other country and let them dominate all your territory, doing that you are going to unlock the staff in the NG+.

No idea if this is something that everyone knows.
