Well it can be that the data is saved in some weird encoding. The two major ones for vns are UTF8 and shift-jis, this site may be to your help if you want to test encodings. For me that text looks like misinterpreted encoding. I'd recommend opening the file in a hex-editor to identify the text encoding.
